INTERNATIONAL INVITATION FOR TENDERS

“Development of the Water Supply and Wastewater Systems in the City of Mykolaiv”

The Municipal Enterprise “Mykolaivvodokanal” (hereinafter referred to as “the Borrower”) has received a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) and agrant from the Eastern Europe Energy Efficiency and Environment Partnership (hereinafter called “E5P”) – towards the cost of the Project “Development of the Water Supply and Wastewater Systems in the City of Mykolaiv”.

This International Invitation for Tenders relates to the contract for

“Procurement of Works for Gravity Sewers Rehabilitation, Mykolaiv”, ICB No:MkUIP-Ph1-WW1.2

The tender documents are prepared according to the World Bank Standard Bidding Documents and Contract Conditions for “Procurement of Works”. The procurement procedure will follow the requirements of the latest ruling EIB Guide to Procurement

This contract is forrehabilitation of three gravity wastewater collectors in the central district of Mykolaiv,including manholes and secondary connections:

Malaya Morskaya Str. Collector: Length 1 km,DN600-800, depth 2.5to 6 m;constructedin parallel to the existing collector DN 800 mm which it will replace. Pile sheeting is required. A section of 800 m requires special measures to compensate soil subsidence. Underpass of tram rails require pipe jacking.

Admirala Makarova Str. Collector: Length 2 km, depth 2.4 to 4 m, laid in line of existing reinforced concrete collector DN 400 to DN 600, which it will replace. It is assumed that 35% of the collector issuitable for rehabilitation by slip-lining. Cleaning of existing collector, CCTV inspection and development of rehabilitation concept is part of the contract. A section of 1.300m requires special measures to compensate soil subsidence.

Skorokhodova Str. Collector: Length 200m, depth 2.5 to 5 m; new collector in DN 1200, replacing existing reinforced concrete collector DN 1400. Half of the length of the new collector will be laid in the line of the existing pipes.

Accepted pipe material: GRP, PE-HD or PP. The scope of the contract includes also design services, attaining the state expertise on behalf of the Employer, measures for temporary diversion of wastewater flows, CCTV and pressure testing of finally laid new sewers and filling of abandoned old collectors.

This contract is expected to be implemented from June 2017 to August 2018.

The maincriteria used in the tender evaluation are:

(1) Completeness and fulfilling of all formal and administrative requirements of the bidding document

(2) Eligibility and qualification of bidders:

  1. Bidders general eligibility

i. No conflict of interest

ii. Legally and financial autonomous, operated under commercial law and not dependent agency of Borrower in case of Government-owned enterprise

  1. Soundness of bidders financial position( Net Worth > 0, Current Liquidity Ratio>1)
  2. Access to financial means to meet the construction cash flow of EURO 700.000
  3. Average annual turnover of 4 Mio EURO during last 5 years
  4. Experience in 3 similar contracts, each of minimum value of EURO1.000.000, during the last 7 years, starting 1st January 2008, including deep sewer collectors in city centres.
  5. The staff, equipment and supplies offered
  6. The method statement submitted with the technical offer

The responsive bid, which has passed all “pass and fail” criteria, which could achieve minimum 55 points in the method statement and which offered the lowest corrected bid price after arithmetic corrections, will be awarded the contract!

Interested bidders must confirm receipt of the electronic bidding documents by letter, fax or e-mail. Only confirmed electronic versions are acceptedas tender docs issued by the Borrower!

A non-compulsory pre-bid meeting and site visit will be conducted by the Employer.

A Bid Security of 50.000 EURO fulfilling the conditions indicated in the Bidding Documentsmust accompany all bids.
