New construction of the solar power plant (SPP) with arrangement of grid connection to the DSO networks in Mykolaiv City, Ukraine
(MYK PV)
This Invitation for Tenders follows the General Procurement Notice dated 15 January 2026 for the project “Installation of the solar power plant (SPP) in Mykolaiv City in Ukraine”, which was published on NEFCO’s website in the Procurement Notices section (https://www.nefco.int).
Regional Utility Company “Mykolaivoblteploenerho” (hereinafter referred to as the “Employer”) intends to use grant funds provided by the Government of Denmark via the Ministry of Foreign Affairs of Denmark (DMFA), through the Development Partner the Nordic Environment Finance Corporation (NEFCO) towards the cost of the project “Installation of the solar power plant (SPP) in Mykolaiv City in Ukraine”.
The Employer now invites tenders electronically from Contractors for the following contract MYK_PV “New construction of the solar power plant (SPP) with arrangement of grid connection to the DSO networks in Mykolaiv City, Ukraine” (“Contract”), which will be financed from the contribution of the Government of Denmark via the Ministry of Foreign Affairs of Denmark (DMFA) in a form of grant funds (the “Danish Support to Ukrainian Municipalities”) to the NEFCO Green Recovery Fund for Ukraine (the “Green Recovery Fund”).
The Tender and the subsequent Contract, which are financed by grant funds, shall be governed by NEFCO’s Procurement Policies and Procedures.
Grant funds shall not be used for payment to persons or entities or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or pursuant to the laws or official regulations of Ukraine.
Tender proposals shall be submitted for the full scope of works. Tender proposals submitted only for part of the works shall be rejected.
Based on the results of the Tender, the Employer shall sign contracts with the Tenderer, that submits the most economically attractive tender and meets all qualification requirements.
Tender proposals shall be submitted in euro (excluding VAT). As a result of the tender, one Contract shall be concluded. The contract financed by the grant from the Government of Denmark and DMFA shall be concluded in euro and shall be
subject to the tax exemption procedure in accordance with Resolution of the Cabinet of Ministers of Ukraine №153 dated 15.02.2002.
To be qualified for the award of the Contract, tenderers must satisfy the following minimum criteria:
Tenderers shall meet the eligibility criteria set out in Clause 4 of the Instructions to Tenderers (ITT), including, inter alia, having no conflict of interest, not having been declared ineligible, and not being subject to debarment from participation in NEFCO-financed tenders at the time of contract award;
The Average Annual Turnover over the last five years (2021-2025) shall exceed EUR 5,200,000 (or equivalent). In case of tender submitted by JVCA, all members/partners of the JVCA should demonstrate 100% compliance of the requirement, while the leading partner should demonstrate at least 50% compliance with the requirement;
The Tenderer shall demonstrate access to, or availability of, financial resources sufficient to meet working capital requirements in an amount of not less than 20% of the Tenderer’s Tender price, taking into account the Tenderer’s commitments under other concluded and/or prospective contracts. In case of tender submitted by JVCA, all members/partners of the JVCA should demonstrate 100% compliance of the requirement, while the leading partner should demonstrate at least 50% compliance with the requirement;
The Tenderer shall demonstrate that, during the period 2021-2025, it has successfully completed two similar contracts as the main contractor with an aggregate value of not less than EUR 5,200,000, provided that each such contract included the construction of a solar power plant with a capacity of at least 10 MW. In case of tender submitted by JVCA, all members/partners of the JVCA should demonstrate 100% compliance of the requirement, while the leading partner should demonstrate at least 50% compliance with the requirement;
Non-performance of a contract by the Tenderer (including partners/members, where the Tenderer is a JVCA) shall not have occurred during the last three years (2023-2025), based on the information provided in Section III “Tender Forms” (the Employer reserves the right to check the correctness of the reported information by using other sources);
All legal proceedings pending against the Tenderer (including partners/members of the JVCA, if applicable) shall not in aggregate exceed 30% of the Tenderer’s net worth;
The Tenderer (whether a single legal entity, a JVCA partner or a designated subcontractor) shall demonstrate availability of all personnel for the implementation of all necessary works under the contract;
The Tenderer shall demonstrate that it has the personnel for the key positions that meet the Qualification requirements outlined in the Tender document.
During the preparation of tender the Tenderers should take into account that works under the Contract will tentatively start in May 2026 and should be completed not later than in May 2027.

Tenders shall be submitted electronically by the submission deadline; tenders received after the deadline will be rejected. Tender documents shall be submitted in PDF format, and the Price Schedules shall be submitted in PDF and MS Excel formats.
Electronic submission of Tenders shall comply with the following mandatory requirements:
The Tender shall be submitted in one, or in as few as possible, emails, each not exceeding 10 MB in size, with the subject line: “Tender Proposal MYK_PV_[company name]_Tender Proposal part X of Y”;
The Tender sent by email shall be submitted in .RAR or .ZIP format. The file containing the Tender Letter shall be saved separately from the other files (archives) and shall be named “Tender MYK_PV_[company name]_Letter of Tender”;
All compressed files (archives) shall be protected by a single password;
The password for the Tender files specified in item (c) shall be sent, before the submission deadline, by a separate email to [email protected]with the subject line “Tender Application MYK_PV_[company name]_Password”. The password shall be forwarded to the Evaluation Committee and the Tender Agent after the submission deadline. Tenders that are not password-protected shall not be considered.
All tenders shall be accompanied by a Tender-Securing Declaration. The form of Tender-Securing Declaration is provided in the Tender document. The main purpose of Tender-Securing Declaration is to ensure that the tenderers are serious about their participation.
The Employer reserves the right to cancel all tenders in the event of non-approval of grant funding.
Tenders shall be submitted to the Tender Agent at the email address [email protected]no later than 14:00 (Kyiv time) on 07.04.2026.
Additionally, an online (video conference) pre-tender meeting for Tenderers with Employer representatives to discuss technical and procedural issues will be held online at 14:00 (Kyiv time) on 10.03.2026. In order to register for pre-tender meeting please send an email at the email address [email protected]with request for participation including contact information about the participant with indication of company name and full name of company representative and position within the company. Link for pre-tender meeting will be send day before the pre-tender meeting.
